A Level-2 VNeID account will be issued to foreign nationals residing in Vietnam starting from July 1, 2025.

According to Decree No. 69/2024/NĐ-CP, from July 1, 2025, foreign nationals residing in Vietnam will be eligible to register for a Level-2 VNeID account—Vietnam’s national digital identification system managed by the Ministry of Public Security. This marks a significant step forward in completing the national e-identification and authentication system, contributing to Vietnam’s digital transformation efforts while addressing long-standing challenges for foreign-invested enterprises (FDIs).

I. New Regulations for Enterprises

Also effective from July 1, 2025, all enterprises operating in Vietnam are required to use the Level-2 digital identification account of their legal representative when conducting administrative procedures and accessing online public services, including tax declarations. For FDIs whose legal representative is a foreign national, holding a valid VNeID account is a mandatory requirement to fulfill legal obligations with government authorities.

II. Implementation Plan for Issuing Digital ID Accounts to Foreign Nationals

On June 16, 2025, the Ministry of Public Security officially launched a nationwide campaign to issue Level-2 VNeID accounts for foreign nationals. The system will officially go live on July 1, 2025, with the issuance campaign running until August 19, 2025. This coordinated rollout is considered timely and essential for resolving existing barriers faced by FDIs unable to complete identity verification procedures due to nationality restrictions on legal representatives.

III. Interim Measures During the Transition Period

According to the latest guidance from the Tax Authority, during the transition period:

  • FDIs may continue using their existing accounts for tax filings and other administrative procedures until they are issued a Level-2 VNeID account.
  • No penalties will be imposed for cases where the legal representative, who is a foreign national, has not yet completed VNeID registration by July 1, 2025, due to technical constraints.

IV. Guidance for Enterprises Supporting Foreign Nationals in Registering for VNeID

To assist in the registration of Level-2 VNeID accounts for foreign nationals and organizational identification, enterprises should guide their legal representatives through the following steps:

Step 1: Register a mobile number under their own name with a Vietnamese telecom provider.

Step 2: Register for a Level-1 digital ID account in accordance with Article 11 of Decree 69/2024/NĐ-CP. The individual uses the national digital ID app to submit passport details, email address or verified phone number, take a facial photo, and send a request to the electronic identification authority.

Step 3: Complete the Application Form for Digital ID Account Issuance (Form TK01 attached to Decree 69/2024/NĐ-CP).

Step 4: Visit the Immigration Authority to complete the Level-2 identity verification process and complete organizational identification procedures upon notification.

*Important Note

The comprehensive implementation of Level-2 VNeID accounts for foreign nationals is a mandatory legal requirement. It ensures compliance with current regulations and protects the legal interests of enterprises when engaging in administrative procedures and digital transactions with government agencies in Vietnam.
